Limited seats in selected career co-op programs
Planning to study in Vancouver? ISS Language and Career College of BC (LCC) has provincial attestation letters (PALs) available for eligible international applicants, with limited seats in selected career co-op programs. Explore digital marketing, office administration, and leadership training, then contact Student Services to confirm your program, preferred start date, and PAL availability.
Choosing a college involves more than preparing documents. You are also deciding what you want to learn, how you will use those skills, and which learning environment suits you. If you are interested in practical business skills and a program that combines classroom learning with work experience, LCC’s co-op options are worth exploring.

What is a provincial attestation letter ?
A provincial attestation letter is a document issued by a province or territory and provided to students through their school. It confirms that an applicant has a space within the province’s or territory’s allocation.
Most study permit applicants need a PAL, although exemptions apply. A PAL does not guarantee study permit approval. Immigration, Refugees and Citizenship Canada (IRCC) makes that decision.
Read the official provincial attestation letter requirements to check the requirements for your situation.
Which Vancouver co-op programs can you explore ?
Cooperative education, usually called co-op, combines academic study with a work experience component. LCC offers options for students interested in marketing, administration, and leadership.
| Program | Areas of learning | Listed study and work structure |
|---|---|---|
| Digital Marketing and Office Administration (DMOA) with co-op | Online marketing, office administration, and introductory bookkeeping | 48 weeks: 24 weeks of study and 24 weeks of work experience |
| Leadership Preparation with co-op | Decision-making, organization, goal- setting, and team leadership | 48 weeks: 24 weeks of study and 24 weeks of work experience |
| Business Operations and Digital Marketing with co-op | A combination of leadership preparation and digital marketing and office administration | 96 weeks: 48 weeks of study and 48 weeks of work experience |

Interested in digital marketing and office administration
The DMOA program brings together skills used across many business settings. Topics include digital marketing fundamentals content marketing, web analytics, office administration, bookkeeping, and marketing ethics.
This combination may interest you if you enjoy creating content, organizing information, or understanding how businesses reach customers. Consider how these subjects connect with your previous studies, experience, and career interests.

Why explore LCC ?
LCC is a non-profit private college and a division of the Immigrant Services Society of BC (ISSofBC). Our Vancouver learning community welcomes students with different backgrounds, experiences, and goals.
Alongside classroom learning, co-op students can access coordinator support, interview preparation, and résumé-writing support. Work experience arrangements depend on program requirements and individual circumstances.
Before choosing a program, understand its work permit eligibility. LCC’s programs are not eligible for the Post-Graduation Work Permit Program (PGWP). The co-op work component takes place within the program and should not be confused with work authorization after graduation.
Limited seats: what should you do next ?
If you have a preferred start date, contact LCC before making firm study or travel plans. A program seat and PAL availability are separate parts of the process; confirm both for your circumstances.
Start with these steps:
- Share your goals. Tell Student Services which subjects interest you and when you hope to begin.
- Review the program. Discuss admission requirements, English language requirements, costs, the
study schedule, and the co-op component. - Confirm availability. Ask about remaining seats and the PAL process for eligible applicants.
- Prepare your next steps. Review the required documents, payment terms, refund conditions, and
current study permit requirements.
An enquiry does not reserve a seat or a PAL. Ask Student Services what is required to complete your
application.
Already in Canada and considering a school change
If you are changing post-secondary schools, IRCC generally requires you to apply for a new study permit by extending your current permit, with a new PAL unless an exemption applies.
You normally need approval before studying at the new school. Specific exceptions apply, including some circumstances involving school closures.
Review IRCC’s instructions for changing schools and confirm the requirements for your situation before changing your study plans. LCC Student Services can discuss admissions and PAL availability; an authorized immigration professional can advise on your immigration circumstances.
Questions about provincial attestation letters and co-op study
Are PALs available at LCC?
PALs are available for eligible applicants, subject to remaining allocation and LCC’s application requirements. Contact Student Services to confirm current availability for your intended program and start date.
Can I apply from outside Canada?
Prospective international students outside Canada can contact LCC to discuss admissions, program availability, and the documents required for their application.
Does a PAL guarantee a study permit?
No. A PAL is one document in the application process. IRCC assesses the application and decides whether to approve a study permit.
Can I apply for a PAL directly from the province?
Contact the school you plan to attend for its PAL process. LCC Student Services can explain the steps for eligible applicants.
Will an LCC co-op program qualify me for a post-graduation work permit?
No. LCC’s programs are not eligible for the Post-Graduation Work Permit Program. Review this before deciding whether a program fits your goals.
